Here is a skirt I made for my little girl. Its double layer with ribbons on the hems. Its very simple to make and can be done in an hour.
First you need to take your measurements around the waist and from the waist to slightly over the knee. My daughter who wears 2T measured 18 inches on the waist and the length was 11 inches.
Now, cut two pieces of light weight cotton fabric with the width doubling the size of the waist and the length from the waist to slightly over the knee and the other with the width of the fabric and the length 3 inches shorter than the first. For my skirt, fabric 1 measured 36in x 11 in and fabric 2 measured 36in x 8 in. You should now have two pieces like this:
Now hem both pieces. Fold over 1/4 in and iron down and then another 1/4 in and iron down.
Once you have both pieces hemmed. Its time to put on your ribbon. Place your ribbon on top of the hem and sew the bottom edge to the bottom of your hem. Sew another stitch from the top edge of the ribbon on the hem. Your ribbon will now look like this:
Now, take your shorter piece and fold it over your larger piece so that the top of the large piece is inside the large piece. I tried taking pictures but I don’t think I did a very good job.
Now all you have to do is put in your elastic. Sew all the way around the bottom of the folded iron down top leaving about 2 inches open. Attach your elastic to end of a safety pin and put it through the top. When you have both ends, zig zag stitch to keep the end together. Sew your 2 inch opening close ensuring to back stitch so its nice and tight. Voila! You are done.
